Ell Bower, of the National Institute for Mental Health, said the existence of mental hospitals and prisons "is testimony to our Inadequacy to do the proper Job on the primary level (family and schools)." Bower said there are twb kinds of mental functions by which people learn: rational or intellectual activity and basic or emotional actions. "Mental illness is a result of people who cannot connect these two processes," Bower said. He noted that students are revolting against Institutions that will not provide ways for linking both processes in thinking. Bower said that the family's greatest function Is to provide the kinds of experiences and -love needed to "give kids a head 'start on life." When a family does not do this, a school has been expected to pick up the difference, he said. "Early in life a child must have meaningful play experiences to make the transitions to school classrooms.

"The concept of taking turns is a basic concept of any society and a basis of law," he said. lie suggested that failure to have such experience will lead to later problems, lawbreaking or school disruption. Husband Held After Wife Is Found Dead LEBANON The mysterious death of Mrs. Alice Arbuckle, 47, 4444 Hathaway Stoneyrill Subdivision, Franklin, was under investigation Saturday by Warren County officials, who charged her husband, Westley Arbuckle, 52, with first-degree manslaughter. Arbuckle was sent to a Hamilton hospital for psychiatric examination, officials said.

Mrs. Arbuckle died Friday of carbon-monoxide poisoning, and also had two lacerations on her head, according to a report received from the Hamilton County coroner's office, which did an autopsy for Warren County. Sheriff's Captain Roy Wallace, who filed the charge against Arbuckle, said Mrs. Arbuckle was found lying in front of her home, and neighbors had tried mouth-to-mouth resuscitation, when police arrived. She was pronounced dead at the scene by Drs.

Calvin Skinner, Mlddletown, and Dr. Scott Swope, Sprlngboro, Warren County deputy coroner. The sheriff's office did not disclose the reasons for Arbuckle's arrest, or a source of the monoxide poisoning. Our Bosses Best Kosygin Concedes MOSCOW (UPD Capitalist bosses are better than Communist bosses, according to Soviet Premier Alexei Kosygin. In a speech reported here Saturday, Kosygin said Russia will never match American labor productivity until Soviet managers catch up to their American counterparts.

"Put our worker and an American worker side by side" Kosygin said. "Often our worker does better and more and faster than the American. His hourly output often will exceed the Americans. "But take a factory as a whole and we see that our labor productivity is considerably lower than the American," he said. "This depends not on the worker but on those who are entrusted with the organization of labor and management of production." Judges Named For Murder Trial Presiding Judge Simon L.
