Tex.) let fly tonight an oblique suggestion that some Republicans in Congress, with an eye on the 1960 election, are trying to sabotage the work of Congress to discredit the Democratic majority. Johnson, the Senate Democratic leader, speaking at a testimonial dinner, did not come right out and accuse anybody speeifically in his prepared 3 speech. He put it this way: "There are two theories of polities in this country. "One is that the way to win elections is to run against something to 'prove' that the opposition is motivated by bad faith. "The other theory is that the way to win elections is to run on a record of constructive achievement.

"And the second theory is the one that has been followed by your Congressmen and their colleagues in the Democratic Congress. A Family Of 4 Killed In Crash WENTZVILLE, June (UPI) members of a family were killed and a fifth seriously injured in a head-on automobile collision today. State Highway Patrolmen identified the dead as John M. Smith, 27, his wife, Mildred Ann, 25, and their daughter, Marregret Mo.
