Then on Thursday, civil rights leader and former Atlanta Mayor Andrew Young was installed as the NCC's president in a colorful and moving ceremony.

But throughout the week, the NCC also struggled with managing longstanding financial problems. The council, which is trying to trim its somewhat cumbersome structure, could not arrive at a definitive budget for 2000. Instead, the council received a $71 million working financial plan on Friday that calls for cutting 44 full- and part-time positions from the NCC's staff of about 120. Just after being elected, the Rev. Mr.

Edgar told the council's legislative body not to get caught in up in the financial problems of the NCC. "The real work is to vision the ecumenical movement day by day, month by month, year by year," he said. Asking the group of about 200 people to join hands, the Rev. Mr. Edgar told them to "look around the room, look at our unity and our diversity.

Through the decades, the NCC has been committed to peace and justice issues. The council in recent years created a fund to rebuild black churches that were burned, and outgoing general secretary, the Rev.
