FBI probes allegations dealer used WWII document in con Erosion aid on way for Lake Erie the United States from Canada, authorities said. Police in Niagara Falls, N.Y., charged Mr. Hurwitz with criminal possession of a weapon, said Debbie Fotia, a spokeswoman for the Niagara County district attorney's office.

She had no information on the weapon. Authorities later determined that Mr. Hurwitz was wanted in Ohio on aggravated theft charges, she said. Mr. Hurwitz appeared in Niagara County Court on Friday and agreed to be transferred to Ohio.

Mrs. Hurwitz's attorney William Boyuk did not return a telephone message Friday. The theft charges were related to fraudulent items people claimed to have purchased from Mr. Hurwitz, said Columbus police Detective Robert Rothwell. He would not say whether they involved the war document.

Japanese officials and representatives of the Allied nations signed six sets of the two-page document Sept. 2, 1945. The American document is in the National Archives in College Park, said Mike McReynolds, director of the textual reference division. Stan Klos, a real estate executive and novice collector in Wheeling, W.Va., said Friday he gave Mr. Hurwitz $50,000 for part ownership in the document, which he believed the two could then sell.

He said other experts had told him the document could be worth $100,000 to $1 million if real. He was trying to increase the college fund for his eight children. i The Associated Press COLUMBUS Friends of a historic documents dealer were thrilled when he divulged his latest find: one of six sets of the document signed aboard the USS Missouri to end World War II. They invested with dealer Michael Hurwitz in a share of history. Then his wife reported him missing.

And at least six investors filed police reports claiming losses between $10,000 and $69,500. Now police and the FBI are investigating whether Mr. Hurwitz, who has collected documents of historic value for about 35 years, was offering to sell a 50 percent share in a fake document. "We are aware of the allegations and we are conducting an inquiry to see whether there may have been violations of federal law," FBI agent Dave Hanna said Friday. Meanwhile, Mr.

Hurwitz was in custody on an unrelated charge in New York. His wife, Jacqueline, reported him missing May 2, telling police she had last seen him the morning of April 29, the Columbus Dispatch reported Friday. He left with no extra clothes and without his medicine for high blood pressure, the police report said. Later that day she found his business, The Legends Gallery, abandoned. U.S.

George Voinovich has directed two state agencies to help residents along the Lake Erie shore prepare for erosion and possible flooding caused by the lake's high water level. Mr. Voinovich this week or- dered the Ohio Department of Natural Resources and the state Emergency Management Agency (ODNR) to take immediate action to help residents along the lake's 262-mile Ohio shoreline, ODNR spokesman Jim Lynch said Friday.

The lake is about 2 feet above normal levels, and state geologists and the U.S. Army Corps of Engineers expect lake levels to remain high for the next few years. "We've seen high lake levels before," Mr. Lynch said. "We have to learn to live with them." Lake Erie's level is high because there was a lot of snow and rain in 1996 in the Great Lakes basin, according to the Corps of Engineers and ODNR.
