"She was a very effective director of nursing; and was known for directing with supportive concern." From 1972 until her retirement in 1986, she was coordinator of health care at the O'Connell Unit of Good Samaritan Hospital. After her retirement, she served as a volunteer at the hospital. She was given honorary membership in the Good Samaritan Nursing Alumnae.

Survivors include: three sisters, Kathleen Allen of Flushing, Mary Louise Rich of Unionville, and Nanette Thomas of Bay City, and many nieces and nephews. Visitation will be 4 to 7 p.m. Tuesday in the Heritage Room at the Sisters of Charity Motherhouse, Delhi Township. Mass of Christian burial will be held at 7 p.m. in the Mother-house Chapel.

Burial will be in the Motherhouse Cemetery. BY JENNIFER BURGEL The Cincinnati Enquirer Sister of Charity Mary Florence Heric, the first director of nursing services at Good Samaritan Hospital, died Thursday at her Clifton apartment. She was 81. A Michigan native, she earned a diploma from St. Joseph School of Nursing, Mount Clemens, and worked at St.

Joseph Hospital in Michigan before joining the Sisters of Charity in 1940. She held the position of director of nursing services at Good Samaritan from 1952 to 1959, and again from 1963 to 1967. GRADY Joseph Aloysius, beloved husband of the late Margaret (nee Boner) Grady, loving father of Margaret Perrino, Joseph and James Grady, dear brother of Margaret Schepmann and Lillian Weyer, also survived by nine grandchildren and nine great-grandchildren. The bill would allow farmers, through the purchase of development rights, or conservation easements, to get one-time payments based on the difference between their- land's agricultural value and its value to a developer. After the Senate passed the bill unanimously, supporters thought the bill had been on track to meet the June 18 deadline to apply for the federal matching money. That money would have been used for a pilot program. But to qualify for the federal funding, the state needs a law on the books allowing such programs.

If it had passed, the farmland preservation bill would have met that requirement. "I have no idea what happened," Sen. Grace Drake, R-Solon, told the Akron Beacon-Journal for a story published Saturday. "I would have been putting a little more pressure on if I thought it was not going to happen." The House, which recessed Thursday, could reconvene in a summer session to consider the legislation. But Rep William Batchelder, R-Medi-na, chairman of the committee that schedules bills to be heard in the House, said there is little likelihood such a session would be called before June 18.

Mr. Batchelder said there are a number of representatives who do not have a clear understanding of the bill. And it would be better to pass up the chance to get the cash than to risk putting the legislation up for vote by members who aren't comfortable with the concept, he said. "Despite the fact that it passed the Senate unanimously, this is not a no-brainer for most people," Mr. Batchelder said.

"There are very big philosophical issues." Among those issues is the idea of putting public money toward preservation of private land. Supporters say the public would be served not only because the communities' rural character would be preserved, but also because local governments could save the money they would have to spend to support subdivisions and their residents. "One million dollars is not much of an incentive to pass a bill that not everyone is comfortable with," Mr. Batchelder said.
