Rumpke, a co-founder who helped fuel Rumpke's rise from a small family business into the nation's sixth largest refuse disposal business, died Monday at Franciscan Hospital-Mount Airy Campus. She was 91. A lifelong Cincinnatian, Mrs.

Rumpke was born Jan. 18, 1907, in Northside. "She was a proud woman who accomplished a lot without a lot of plaudits," her son, William Rumpke of Colerain Township, said Wednesday. "(Rumpke's rise) didn't fall into place, it took a lot of hard work." He described her as "caring, loving, kinda tough" and also as an outstanding cook whose fried chicken dinners were a Sunday night staple. Mrs.

Rumpke was one of the forces behind the Rumpke Parks Softball complex in Crosby Township, and her baked pies were famous at St. John the Baptist Church in Bevis. She also ran the needlework booth there. Other survivors include three daughters, Lois Rosselot, Claire Stepaniak and Wilma Reinert, all of Colerain Township; 29 grandchildren, 64 great-grandchildren and five great-great grandchildren. Visitation will be 8 a.m.

to 10 a.m. Saturday at St. John the Baptist Church, 5361 Dry Ridge Road, Bevis. Mass of Christian burial will follow. Burial will be in Gate of Heaven Cemetery, Montgomery.

After the eighth grade, she attended a two-year business school, and later worked for a railroad before meeting William F. The Wyoming resident was 84. "He was a person who had to be busy all the time. He had a strong work ethic," said his wife, Ruth of Wyoming. "His parents came from Czechoslovakia and he was not allowed to speak English in the home. He learned the language through his playmates." Mr.

Orsary joined the public school system in 1953. He taught industrial arts at the former Central High School from 1956 to 1960 and then at Heinold Junior High in Fairmount. He retired in 1979. Mr. Orsary was voted He trained Navy instructors to teach airplane line maintenance in Chicago, and in the late 1940s was chief of manual arts therapy at the Veterans Administration in Fort Thomas.

His hobbies were gardening, fishing and woodworking. Mr. Orsary also is survived by a daughter, Pauline Cilwa of Anderson Township; two sons, Stephen of San Francisco and Patrick of Springfield Township; two sisters, Martha Daily and Louise Hasbrouck, both of Youngs-town, Ohio; and five grandchildren. Mass of Christian burial will be at 11 a.m. today at St.

James of the Valley Church, 411 Springfield Pike in Wyoming. Visitation will be at 9:30 a.m. until the time of service at the church. Interment will be at Spring Grove Cemetery. Memorials can be made to Alois Alzheimer Center, 70 Damon Road, Cincinnati 45218, or a charity of choice.

Burns, a retired electrician who starred for the undefeated 1948 Anderson High School football team, died Tuesday at a relative's home in Cherry Grove. He was 67.

Mr. Burns had retired in 1990, after 25 years as an electrician with the International QDeath Notices tsrotnernooa ot tlectncal Workers Local 212 in East Walnut Hills. He later moved to Florida, but spent his summers in Cincinnati. Uetrecht, who started his first business at age 16, died from congestive heart failure Monday at Beechknoll Community in North College Hill. The former Springfield Township resident was 93. At 16, Mr. Uetrecht borrowed $20 from his father to buy a tent, from which he sold soda pop and ice cream. He later operated several businesses on Springfield Pike.

After Prohibition was lifted, he opened Uetrecht Tavern on the site. Mr. Uetrecht sold the tavern business in 1955 but kept the building. He later became a brick contractor and worked until age 75. He was preceded in death by his wife, Margaret Uetrecht, and a son, James Uetrecht.

Surviving are another son, David "Jerry" Uetrecht of Springfield Township, seven grandchildren and 12 great-grandchildren. The service will be 10 a.m. Friday at Schmidt-Dhonau Funeral Home, 8633 Reading Road in Reading. Visitation will be 5 to 8 p.m. today at Schmidt-Dhonau Funeral Home.

Since then, several more organizations and individuals BY ANNE MICHAUD The Cincinnati Enquirer Responding to pressure from some African-American community leaders, Hamilton County commissioners are creating a formal process to find job training for women and minorities.

The initiative grew out of a perception that stadium construction would create good jobs for Cincinnati's unemployed. That perception began with the stadium sales tax campaign in 1995 and 1996, and it was fueled by a county-sponsored job fair that attracted about 600 people. The job fair raised expectations, but the county has never drawn from that pool of applicants because it has never hired people directly for stadium work. Instead, it is contracting with business owners who in turn hire employees. On Wednesday, commissioners said they will put out a call for bids to create a training program for women and minorities, especially to prepare them for careers in construction, but also in other fields.

The commission has discussed spending about $450,000. Last month, commissioners were prepared to hire the Construction Workforce Development Center, a project of the Construction Owners Association of the Tri-State (COATS), to train 105 minorities to take constriction apprenticeship exams. Bedinghaus the contract, said County Commissioner Bob Bedinghaus. "I didn't think there was going to be the type of interest in this work that we have ultimately seen," Mr. Bedinghaus said Wednesday.

He hopes the county will be in a position to hire one or two training firms in about a month. Commissioner John Dowlin said he was concerned about recruiting trainees, and he didn't think COATS was particularly strong in that area. He suggested that the firm that is chosen should be paid based on how many people complete the training. Jean Kumler of the International Brotherhood of Electrical Workers thanked commissioners for opening up the process to other applicants. Some union representatives have charged that COATS is anti-union, a charge that Executive Director Greg Sizemore has denied, r.
