WE METRO THE CINCINNATI ENQUIRER TUESDAY, NOVEMBER 12, 1996 Obituaries Betty Jane Watson made sure UC department ran smoothly BY SHARON MORGAN The Cincinnati Enquirer SPRINGFIELD TOWNSHIP As an administrative secretary, Betty Jane Watson made sure her office was organized and visitors were treated with respect, colleagues said. Mrs. Watson died of heart failure Friday at Franciscan HospitalMount Airy Campus. The Finneytown resident was 66.

In 1990, Mrs. Watson retired from the human resources department at University Hospital. Herbert J. Allen, assistant professor emeritus for the College of Medicine at the University of Cincinnati, said he appreciated Mrs. Watson's support for more than 30 years.

"She was a hard worker and did so much for me," Mr. Allen said. Thomas G. Culley, 73, fought in World War II CLEVES Thomas G. Culley, who fought in the Battle of the Bulge during World War II, died Saturday of complications from cancer at Bethesda Oak hospital.

He was 73. The Cleves resident was a graduate of the former Ohio Military Academy in North College Hill. Mr. Culley served in the Army. He was a POW following the Battle of the Bulge and received a Purple Heart and POW commendation.

He retired in 1983 after 20 years as a sales representative for the Metropolitan Life Insurance Co. He was a member of the Cleves Presbyterian Church, the Cleves Kiwanis Club and Disabled American Veterans. Survivors include his wife of 50 years, Shirley A. Culley; a daughter, Bonnie Sue German of Friendship, and a grandson. The service will be at 11 a.m.

Her husband, James, preceded her in death. She is survived by two daughters, Janet Perry of Kennedy Heights and Kelly Gardner of Finneytown; a son, Todd Watson of Finneytown; three grandchildren; and one great-grandchild. The service will be noon today at Union Baptist Church, 405 W. Seventh downtown. Visitation will be 11 a.m.

until the time of service. Burial will be in Spring Grove Cemetery. Memorials can be made to the church. Mildred C. Beckett, 85, served Mercy Hamilton HAMILTON Mildred C.

Beckett died Saturday at Mercy Hospital Hamilton. The Hamilton resident was 85. Ms. Beckett was employed in bookkeeping and accounting at Mercy Hospital Hamilton for 27 years, retiring in 1976. Upon her retirement, she volunteered at the hospital information desk.

She attended St. Ann Church. Survivors include two daughters, Carole Thyen and Judy Beckett, and a stepson, Neil L. Beckett, all of Hamilton; and seven grandchildren. Prayers will be today at 10 a.m.

Turfway owner opposes Target plan BY TERRY FLYNN The Cincinnati Enquirer FLORENCE Just one neighbor on Houston Road has voiced concerns about a Target department store that might move into the neighborhood.

But the neighbor holds the adjoining 280 acres known as Turfway Park. Race course owner Jerry Carroll said Monday he is very much against the development that would bring a Target store plus two other smaller retail stores to 11 acres adjacent to the thoroughbred race track. The proposal will be discussed at a public hearing at 7 p.m. Thursday in Florence City Council chambers. A zoning change from recreational to commercial will be weighed.

"I'm not against progress," Mr. Carroll said Monday. "But fair is fair. That's more retail than we were ever permitted to do when we began the development here. And then to back it up to our property." Mr.

Carroll and his development company led the way in bringing office and retail development to the Turfway Road area 10 years ago. The growth was immediate, and now includes a Meijer store, a human resources at General Hospital, now University Hospital. Earlier, Mrs. Watson had worked as a secretary at the Veterans Administration hospital. Mrs.

Watson also gave administrative support to the Black Male Coalition, said Mr. Allen, a member of the organization. The organization salutes African-American men for their contributions in reli- "She was a dedicated, committed mother and a racially conscious person." Charles H. Farley, 95, worked for railroad Mrs. Watson Mrs. Watson MILFORD Charles H. Farley, who spent decades as a general yard master for Norfolk and Southern Railroad, died Saturday at Mercy Hospital Anderson.

Mr. Farley, a Milford resident since 1936, was 95. Mr. Farley retired from Norfolk and Southern after 47 years. He was an avid rose grower.

Mr. Farley was the youngest of 12 children. His wife of 56 years, Irene, died in 1979. Survivors include a son, Charles B. "Bo" Farley of Deer Park; three daughters, Frances Pointer of Newtown, Virginia Mossman of Miamiville and Jean Lovins of Milford; 11 grandchildren; and 44 great-grandchildren.

The funeral will be at 2 p.m. today at Craver-Riggs Funeral Home, 529 Main St. in Milford. Mr. Farley will be buried in Greenlawn Cemetery in Milford.

"It looks like they are trying to throw as much retail on that piece of property as possible." The property in question is owned by St. Luke Hospital and was obtained from Mr. Carroll. The hospital is now selling the property to the Target developer. "They (hospital) had said they wanted to expand, possibly with a medical building and offices, and needed the land," he said.

"We had an agreement for five years that there would be no retail, but that has run out and now they want to sell because they aren't going to expand." Attorney Gerald Dusing, who represents the developers and Target, said he has heard of no other opposition to the project. "Turfway has voiced some concerns about aesthetics and visual problems," Mr. Dusing said. "I believe we have been able to allay most of those concerns." He said the developer has modified the original plans to meet concerns from the Boone County Planning Commission staff. Those included traffic flow and congestion, density of retail in the area and aesthetics.

"There was no comment at the (planning commission) public hearing any step along the way, Mr. Dusing said. "Turfway did not appear at any of the (planning commission) committee meetings." The request was recommended for approval 8-4 by the planning commission, but must receive a final OK from city council before work can proceed.
