Mrs. Watson died of heart failure Friday at Franciscan Hospital-Mount Airy Campus. The Finney-town resident was 66. In 1990, Mrs.

Watson retired from the human resources department at University Hospital. Herbert J. Allen, assistant professor emeritus for the College of Medicine at the University of Cincinnati, said he appreciated Mrs. Watson's support for more than 30 years. Culley, who fought in the Battle of the Bulge during World War II, died Saturday of complications from cancer at Bethesda Oak hospital. He was 73. The Cleves resident was a graduate of the former Ohio Military Academy in North College Hill.

Mr. Culley served in the Army. He was a POW following the Battle of the Bulge and received a Purple Heart and POW commendation. He retired in 1983 after 20 years as a sales representative for the Metropolitan Life Insurance Co. He was a member of the Cleves Presbyterian Church, the Cleves Kiwanis Club and Disabled American Veterans.

Survivors include his wife of 50 years, Shirley A. Culley; a daughter, Bonnie Sue German of Friendship, and a grandson. The service will be at 11 a.m. today at Argo-Bolton Lunsford Funeral Home, 100 S. Miami Ave.

Mr. Farley, a Milford resident since 1936, was 95. Mr. Farley retired from Norfolk and Southern after 47 years. He was an avid rose grower.

Mr. Farley was the youngest of 12 children. His wife of 56 years, Irene, died in 1979. Survivors include a son, Charles B. "Bo" Farley of Deer Park; three daughters, Frances Pointer of Newtown, Virginia Mossman of Miamiville and Jean Lovins of Mil-ford; 11 grandchildren; and 44 great-grandchildren.

But the neighbor holds the adjoining 280 acres known as Turfway Park. Race course owner Jerry Carroll said Monday he is very much against the development that would bring a Target store plus two other smaller retail stores to 11 acres adjacent to the thoroughbred race track. The proposal will be discussed at a public hearing at 7 p.m. Thursday in Florence City Council chambers. A zoning change from recreational to commercial will be weighed.

"It's the overall principle of the thing," he said. "It looks like they are trying to throw as much retail on that piece of property as possible." The property in question is owned by St. Luke Hospital and was obtained from Mr. Carroll. The hospital is now selling the property to the Target developer.

"They (hospital) had said they wanted to expand, possibly with a medical building and offices, and needed the land," he said. "We had an agreement for five years that there would be no retail, but that has run out and now they want to sell because they aren't going to expand." Attorney Gerald Dusing, who represents the developers and Target, said he has heard of no other opposition to the project. "Turfway has voiced some concerns about aesthetics and visual problems," Mr. Dusing said. "I believe we have been able to allay most of those concerns."
