In his last talk with his daughter, Joyce McCrate of Indian Hill, he said, "I'm not helping anybody." That was a few days before he died of heart failure at the age of 86 at Good Samaritan Hospital. Mr. Taaffe, of Kenwood, was founder of the Valley Sheet Metal where he worked for 60 years. He retired from the company in 1979 but continued working in his real estate development business, Taaffe Inc. "Dad was a very hard worker with a wonderful sense of humor and gratitude," his daughter said.

"I often heard him say, 'God has been good to "He was a wonderful father and I could always talk to him." He and his wife, Mabel, who died in 1981, were actively involved in Masonry. Scott Compton, head of OEPA's mobile source section, said those counties surround the Dayton, Toledo, Cincinnati and Cleveland areas and are listed by the state agency as being in moderate violation of the Clean Air Act. Franklin, Delaware, Fairfield and Licking counties, in the Columbus area, are also at risk of joining the list, but the air there is not considered as bad. Warren and Clermont county commissioners reached by The Enquirer Sunday said they are not opposed to auto-emissions testing but want more information.

"I think it is necessary everywhere," Clermont Commissioner Richard Martin said. "There are a 1 100 AM Aug 07 Thomas Memorial few people who violate laws on auto-emission equipment. Eventually the EPA will mandate testing for everyone." Clermont Commissioner Robert Proud said shopping malls and increasing traffic in the county are creatiffg more environmental problems, but he was cautious about endorsing emission testing. Warren County is the recipient of streams of air pollution from Hamilton County, where testing has been done for several years, Warren Commissioner George Terwilliger said. "I am not opposed.

It needs to be done for the environment, but I would need to see the ramifications of the proposal." THE ASSOCIATED PRESS and THE CINCINNATI ENQUIRER COLUMBUS, Ohio Mandatory testing of automobile emissions may be required in 15 additional counties by 1994, including Clermont and Warren, state environ- mental officials said. Annual mandatory inspections of tailpipe emissions, already required in the Cincinnati and Cleveland urban areas, would mean that residents would not be able to get state registrations for any vehicles that fail to meet standards. Besides Clermont and Warren, the Ohio Environmental Protection Agency (OEPA) will ask lawmakers to require inspections by mid-1994 in Clark, Geauga, Greene, Lucas, Medina, Montgomery, Portage, nenacker Funeral Home, 5527 ugenia (nee Miller), beloved 1 00PM TIBBETTS, Grate Aug 07 Paul Young ife ot the late Phillip A Gard brother of Robert Knight Leona Dick and Gertrude Sow ers. GSL refers collectively to a variety of programs in which students borrow money from banks or other lenders; the government guarantees repayment and sometimes subsidizes discount interest rates. Federally funded Perkins loans, which are administered directly by schools, also carry long-term government guarantees. Some educators fear default rates are on the rise. Jim Williams, director of student financial aid for the University of Cincinnati, said UC had a 7.1 default rate for fiscal 1989, up from 4.1 in 1988.

The reason, he said, is that more and more people need more and more money. "Students with high financial needs four or five years ago could have made it with grant assistance and a part-time job. "But grant programs have not grown and because of increasing costs, they need more money and need to turn to the GSL," he said. More loans mean more defaults, he said. Xavier University and the College of Mount St.

Joseph have default rates of 3.4 and 3.1 respectively for 1989, the most recent complete data available. James Kelly, XU's director of financial aid, attributed Xavier's low default rate to the process each recipient must go through to receive money. "For all new borrowers there is an entry interview," Kelly said. "Students also review a seven- to eight-minute video, in groups of about 10 people, about the rights ''and responsibilities of having a loan." The video, presented in the format of CNN News, is distributed by Chase Bank and focuses on the town, serving the tamily ley Place, 990 Bayley Place 45233. Church in Norwood.

If desired, remembrances may Lenders say students need to keep in contact with the holder of American Cancer Society, HARMS consequences of defaulting on a loan. UC, Northern Kentucky University and Miami University require borrowers to attend similar presentations. Federal law also requires schools to conduct exit interviews with graduating students about their loans. "We try to make students realize that money is being advanced to them and they have a legal and moral obligation to repay the money," Kelly said. NKU also provides a 10-page information packet explaining how to calculate repayment, the annual salary for entry level positions in each major, the average cost of borrowing and other facts, said Michele Kline, NKU's assistant director for financial aid.

Financial aid officers said the education that students buy with their loans is the best insurance against default. "It has to do with students' receiving a quality education, then good jobs so they can pay their loans," said UC's Williams. "It's that fundamental." Beverly Bixler, a junior at UC, ot Mt. Sediment is pumped to lagoons, dried and hauled to sanitary landfills. With large particles gone, water is skimmed off the top and sent through six massive sand filters which will remove small foreign particles and leftover alum from earlier treatment. Chlorine, fluoride and similar chemicals are added to disinfect the water, then stabilizing chemicals, mostly sodium hydroxide, are mixed in to balance the pH. Finished water is stored underground until it is ready to be pumped into homes.

The second phase of the project, in which an additional 10 million gallons a day will be drawn, probably will come on-line sometime around the year 2005, Yeager said. The plan describes a monument to modern-day engineering: A concrete water intake 800 feet high, 50 feet wide and octagonally shaped is to be erected about 100 feet from the shore in the northwest corner of the lake. In normal pool, only 67 feet of the monolith will show.

"The citizens may not even notice the difference," she said. You'd have to have pretty sensitive taste buds to discern any difference from the water that comes out of the faucet now, Yeager said.

"It will look the same, smell the same and feel the same," he said. "To the normal person, there will not be a difference." Schulte said police Sgt. Robert Petrovich ordered Zmrazek to drop weapon. Petrovich was shot in the knee in an exchange of gunfire. Another officer killed Zmrazek.
