"My dad was a wonderful man, father and physician. He was dedicated to his profession. He taught me a great deal about integrity in one's work and life," said his son, Earl C. Van Horn Jr. of Concord, Mass.

Dr. Van Horn, 84, died of congestive heart failure in January at Waterman Village Retirement Community Nursing Home in Mount Dora, Fla. In 1935, Dr. Van Horn married and moved to Augusta, Ky. He opened a family practice two years later in the flood-ravaged community.

His wife, Agnes, died in 1992. After serving as a lieutenant colonel in Panama and the Philippines from 1941 to 1946, Dr. Van Horn moved to Cincinnati and opened a private practice in Bond Hill. He also donated his services to St. Aloy-sius Orphanage in Bond Hill, his son said.

In 1974, Dr. Van Horn closed his business and moved to Bradenton, where he worked as an emergency-room physician. He retired in 1981. Raised in Price Hill, Dr. Van Horn graduated from Walnut Hills High School in 1927 and received his doctorate of medicine from the University of Cincinnati.

Dr. Van Horn was a 32nd degree Mason with Anthony Lodge No. 455 in Springfield, Ohio. He was a member of the Valley of Dayton Scottish Rite and the Maketewah Country Club.

Other survivors include a sister, Elizabeth Van Horn of Leesburg, and a brother, James Van Horn of Apopka, Fla. Dr. Van Horn was cremated. A memorial service will be held at 3 p.m. today in the Norman Chapel at Spring Grove Cemetery.

igan fH Death NoUces Death HMm BY STEVE HOFFMAN The Cincinnati Enquirer COVINGTON Within minutes Monday afternoon, Johnny R. Arnett escaped from a Kenton County Jail holding area, carjacked a Batavia woman's vehicle and was caught in a traffic jam before being apprehended, police said. Arnett, 38, of Elsmere, was appearing for a parole-revocation hearing about 2:35 p.m. Monday when, police say, he removed his handcuffs, crawled through ceiling tiles and escaped to a nearby hallway. As he walked onto Court Street, police say, Arnett saw Sandra L.

Clement, 38, of Crosswood Drive in Batavia, in her 1981 car. He forced her out and drove away, police said. Gary Linn, Covington police spokes- man, said Clement reported her loss to a Kenton County deputy sheriff, who then put the car theft on the police radio. An unidentified Covington police officer, hearing the radio report, saw Clement's car at Madison Avenue and Robbins Street. The officer drove after the car.

The driver went through a White Castle lot at 12th Street and Madison Avenue and continued west on 12th Street. But traffic was tied up at 12th and Russell streets, and the officer caught up. When Arnett got out of the car, he had on jail pants and shirt but no shoes. Police charged Arnett with second-degree robbery, first-degree attempt to elude, second-degree escape and wanton endangerment. At issue in court is his insistence that the land be a multiuse park. Plaintiffs in the suit argue that expanding the golf course from 50 to 100 of the course's 700 acres takes up too much land for one kind of recreation. "It's like you leaving a will that says what you want to happen with your things, and then nobody listens to you," said San Juan Romero of Fort Wright, a park user who opposes the expansion.

Critics are also upset that the city serves alcohol in park buildings despite Devou's restriction against it. The alcohol debate boils down to this: Residents say the 84-year-old deed restrictions should be followed until a court rules otherwise. City officials say alcohol service will continue until a court halts it. The restrictions were declared invalid in the late 1980s by a circuit court judge, but the Kentucky Court of Appeals ruled in 1991 that they could not be wholly disregarded. About $70,000 in alcohol sales is figured into the city's expected revenues.

Horine, Covington's assistant city manager, said the alcohol is served "for the convenience of the golfers." "And besides, the culture of Covington and Cincinnati is just about built around beer," Horine said. Covington officials say the expansion is simply about trying to make Devou Park more usable by giving people a better golf course.
