"And he had a lot of fun about it." Mr. Masterson also leaves his wife, Mary Alice Masterson; a daughter, Mary Sue Yenke of Withamsville; another son, Carl C. Masterson of Cherry Grove, and 10 grandchildren.

Memorials may be made to the Shriners Burns Institute or Mount Moriah United Methodist Church. man who savored America through numerous travels on riverboats and railroads and who gave back as much enjoyment as he received. Mr. Masterson, 76, of Cherry Grove, died Wednesday at Mercy-Anderson Hospital after heart failure.

He worked 34 years as a yard master at the Pennsylvania Railroad, retiring in 1976. Prior to that he was a Cincinnati police officer for five years. When he met his wife 52 years ago, they courted by riding river-boats from Cincinnati to Manchester, their son, Robert A. Master-son IV of Anderson Township said. Later, the Mastersons took many trips aboard the Delta Queen to Louisville and Pittsburgh.

They also explored the country on trains. Mr. Masterson took the lead in many civic groups. "He enjoyed being around good people they were all community-minded people," said his son. "He was always one of the largest ticket sellers for the Shrine circus." Mr.

Memorials may be made to Deaconess Hospital or the Shriners Burns Institute. Clifford W. Juergens, retired builder and former president of Glenway Loan and Deposit died Tuesday at his Western Hills home. Mr. Juergens, who was 88, died of heart failure, said his stepson, Charles E.

Meyer of New Smyrna Beach, Fla. Mr. Juergens owned and operated the Clifford W. Juergens Building from 1929 until 1962. He served as a director of Glenway Loan and Deposit from 1937 to 1982 and was president of that institution from 1946 until 1972.

He also was a past director of Deaconess Hospital and served on the board of trustees of Philippus United Church of Christ, Over-the-Rhine. Their one-day session will patch a flaw in Ohio's Unemployment Compensation Law. A potential loss of unemployment benefits for about 24,000 workers annually should be avoided by an amendment, said Sen.

Richard Finan, R-Cincinnati. The amendment is expected to move smoothly through the House and Senate. "If we don't act on this now, a lot of people could miss a whole winter of payments," Finan said. He is a member of the Unemployment Advisory Commission, a group of legislators, labor leaders and management that drafted the proposed solution. The trouble cropped up when the state's new, computerized State news Wage Reporting System kicked in Oct.

1, the beginning of fiscal 1988-89. Instead of reporting wage figures on a weekly basis, all of Ohio's 200,000 employers now file that information quarterly, by computer. So far, so good. It weighs 1,200 pounds, comes wrapped in a hairy hide and dates back 600,000 years. The zoo hopes to acquire a pair of Sumatran rhinoceroses next spring as part of a four-zoo emergency program to save the rare animals from extinction.

They would be added to the permanent collection at the zoo, which already is the U.S. center for a similar breeding program to save the black rhinoceros. "Cincinnati has a very respectable record breeding very difficult animals," said Warren Thomas, director of the Los Angeles Zoo and head of the four-zoo consortium, which also includes the Bronx and San Diego zoos. The black rhinos being bred here are endangered, but few animals are as endangered as the Sumatran rhino, a relatively small, primitive animal that has not changed in 600,000 years. There are about 500 left in the world, most of them trapped in tiny forest pockets in Indonesia, Burma and Borneo.

The ones scheduled for the consortium's zoos are being trapped in a forest that will be clear-cut for a palm-tree plantation, Thomas said. The consortium has permits to export as many as five males and five females but because the animal is so rare and shy, it's not clear how many will be caught. The animals will come to the U.S. next month, but will spend the winter in a warm California zoo. TEMPFER Howard James, of Ocala, age 69, died Saturday, September 24, 1988.

Hamilton County, Legal Aid Society battle over jail plan THE CINCINNATI ENQUIRER The Legal Aid Society and Hamilton County squared off Wednesday over Sheriff Simon Leis' desire to change accommodations at the Justice Center. The Justice Center was built to house 848 prisoners, but by using cots and putting two people with in some cells, it may accept up to 1,016.

A federal-court order limits the number of prisoners who can be housed there. To comply with that ceiling, Leis has been releasing some inmates early. A federal court-supervised agreement between the county and the Legal Aid Society also regulates the types of prisoners who must be put in private cells. The county hopes to change the rules of the agreement and has asked U.S. District Judge Herman Weber to modify the double-cell requirements so some people now requiring housing in single cells can be doubled up.

That would free up to 100 beds now unoccupied because of the conditions. If Weber grants Leis' request, it will bring the Justice Center into line with state standards, Assistant Prosecuting Attorney Robert E. Taylor argued. Taylor said freedom in double-celling would offer short-term relief to overcrowding, but only a new minimum security jail offers a long-term solution. Namara Brinner, of the 7800 block of YMCA Road, was pronounced dead at University Hospital at 5:25 p.m. The Hamilton County Sheriff's Patrol said the girl had been playing with friends about 4:30 ently without checking for for oncoming traffic.
