Lambert, a retired lawyer and a former assistant Hamilton County prosecutor, died Friday of Parkinson's disease at the Meridian Nursing Center in Ormond Beach, Fla. He had lived there with his wife, Anne, since 1980. The former Mount Lookout resident was 80.

Mr. Lambert specialized in civil law and practiced with the firm of Lambert, Kilcoyne and O'Neal. In 1969, he moved to Whiteville, N.C., where he was a partner with the firm of Eure Lambert. He later began his own firm. He was an assistant Hamilton County prosecutor during the late 1960s.

He retired in 1980 and moved to Ormond Beach. "Regardless of what he faced, he always had a positive outlook in the face of adversity," said his son, William Lambert of Anderson Township. Mr. Lambert was active in the Republican Party here and in Whiteville, where he Winton Terrace CONTINUED FROM PAGE B-1 homicide unit, said three or four investigators are assigned to the case full time. Five years ago, 12,571 children in Ohio were turned over to county agencies to be put in foster care. Last year, that number rose to more than 27,600 children. -A Children's Defense Fund study showed nearly of Cincinnati's children live in poverty, one of the highest rates in the nation. The study echoes findings of a United Way and Community Chest report, "Danger Signs: A Report on the Emerging Social Needs in Greater Cincinnati," i issued in March. It cited not only increasing poverty, but the emergence of youth gangs and the unraveling of the family as a basic unit of financial, emotional and moral support.

Terry Grundy, with the United Way, said the outlook for recovery is grim because, while traditional indicators suggest the economy is improving, it is no better for many Americans. "What we see is that when the recession ends, it leaves behind people who are ill-equipped to move into the new recovery." Newly created jobs tend to be lowerpaying with no benefits. "Those assemblyline jobs with the appropriate benefit packages are not only gone, but they are gone for good," Grundy said. The result is more people working for less money and fewer benefits, increasing the ranks of the poor. Mayor Dwight Tillery, whose Mayor's Commission on Children outlined not only social problems facing the poor but institutional problems as well, said money is scarce at all levels and increases will be hard to come by.

Williams' mother, Rosa Williams, a receptionist for the village of Woodlawn, said Wednesday that she knew her son was arrested Tuesday but didn't know why. Andrew Hitz, chief probation officer for Hamilton County, said Williams had attended a session of a drug-therapy group at the probation office Tuesday. Williams reported regularly to a probation officer following his release from prison, Hitz said.

Williams has drug convictions dating to 1985, but he wasn't sent to prison until the 1991 case, according to county court records. His latest conviction was for ed trafficking and for selling cocaine near aggravata school in 1991. He was sentenced to prison for two years by Common Pleas Judge Richard Niehaus.
