William L. Lambert, 80 Former Mount Lookout resident specialized in civil law FUNERAL HOME BY JUDY ASHTON The Cincinnati Enquirer was a member of the Board of Elections of Columbus County. He was a major in the Army 8th Corps Artillery and 107th Cavalry during World War II. Mr.

Lambert commanded service troops and earned five European battle stars. Mr. Lambert was a graduate of St. Xavier High School, Xavier University and the University of Cincinnati College of Law. Surviving besides his wife and son are four daughters, Anne Lichtigman of Ormond Beach, Elise Evans of Upland, Judith Bernstein of Port Elizabeth, South Africa, and Elizabeth Capella of Morrow; two sisters, Jeanne Scholl of Lancaster, Ohio, Mary Clare Grever of Cincinnati; and five grandchildren.

A Mass will be said at 10 a.m. today at Christ the King Church in Mount Lookout. Burial will be in Gate of Heaven Cemetery. Memorials can be made to St. John Social Services, 121 E.

13th Cincinnati 45201. William L. Lambert, a retired lawyer and a former assistant Hamilton County prosecutor, died Friday of Parkinson's disease at the Meridian Nursing Center in Ormond Beach, Fla. He had lived there with his wife, Anne, since 1980. The former Mount Lookout resident was 80.

Mr. Lambert specialized in civil law and practiced with the firm of Lambert, Kil-coyne and O'Neal. In 1969, he moved to Whiteville, N.C., where he was a partner with the firm of Eure Lambert. He later began his own firm. He was an assistant Hamilton County prosecutor during the late 1960s.

He retired in 1980 and moved to Ormond Beach. "Regardless of what he faced, he always had a positive outlook in the face of adversity," said his son, William Lambert of Anderson Township. Mr. Lambert was active in the Republican Party here and in Whiteville, where he DATE Jon. 16 Neidhorg ft.

Williams' mother, Rosa Williams, a receptionist for the village of Woodlawn, said Wednesday that she knew her son was arrested Tuesday but didn't know why.

She refused to comment after a reporter told her he was accused in the Childs killing. Andrew Hitz, chief probation officer for Hamilton County, said Williams had attended a session of a drug-therapy group at the probation office Tuesday. Williams reported regularly to a probation officer following his release from prison, Hitz said. Williams has drug convictions dating to 1985, but he wasn't sent to prison until the 1991 case, according to county court records. His latest conviction was for aggravated trafficking and for selling cocaine near a school in 1991.

He was sentenced to prison for two years by Common Pleas Judge Richard Niehaus. He was released Sept. 15, about eight months early, because of good behavior, said Tessa Unwin, spokesman for the Ohio Department of Rehabilitation and Corrections. That's what hurts so bad seeing a kid grow up in a neighborhood and then suddenly he's dead." Childs, 20, of the 600 block of Strand Avenue, died at University Hospital several hours after the shooting. His aunt, Ella Childs, said Wednesday she heard her nephew was killed in "retaliation for somebody from Lincoln Heights getting ripped off." She said the theft was not drug-related. The number of children living in poverty has increased to 15 from 10 in 10 years. Five years ago, 12,571 children in Ohio were turned over to county agencies to be put in foster care. Last year, that number rose to more than 27,600 children. A Children's Defense Fund study showed nearly 40 of Cincinnati's children live in poverty, one of the highest rates in the nation. The study echoes findings of a United Way and Community Chest report, "Danger Signs: A Report on the Emerging Social Needs in Greater Cincinnati," issued in March.

It cited not only increasing poverty, but the emergence of youth gangs and the unraveling of the family as a basic unit of financial, emotional and moral support. Terry Grundy, with the United Way, said the outlook for recovery is grim because, while traditional indicators suggest the economy is improving, it is no better for many Americans. "What we see is that when the recession ends, it leaves behind people who are ill-equipped to move into the new recovery." Newly created jobs tend to be lower-paying with no benefits. "Those assembly-line jobs with the appropriate benefit packages are not only gone, but they are gone for good," Grundy said. The result is more people working for less money and fewer benefits, increasing the ranks of the poor.

Mayor Dwight Tillery, whose Mayor's Commission on Children outlined not only social problems facing the poor but institutional problems as well, said money is scarce at all levels and increases will be hard to come by. "Poverty does not mean everyone will go out and use drugs, or break the law or have babies before they are old enough, but it creates the environment for those conditions to happen," he said. "If we don't help many of those people become productive today, then they'll be on welfare or in jail and we'll be paying for them." At the same time that more children have been committed to social-service agencies, the resources of local agencies have become stretched to their limits, the state report warns. Social-service caseloads are now double what national groups say should be the minimum. "If nothing is done, the numbers will get worse," said Dan Schneider, executive director of the statewide association of all 88 county children's services agencies.

Schneider's association is lobbying for a $35 million annual increase in financing for children's services agencies. A mother and two children can receive $334 a month in Aid to Families of Dependent Children 41 of the poverty level of $817 a month ($9,804 a year) for such a family. Girl Reporters testify on interviews with crossbow killer unconscious, out of the house. A second witness at the hearing, Blue Ash Police Detective John Ladd, testified that he interviewed the juvenile defendants. Ladd said the first 16-year-old told him that he had consensual sex twice during the party with the girl.

Ladd said the host told him that he went to an upstairs room with others in an attempt to have sex with the girl but did not. The next hearing will be at 11 a.m. Jan 26 in Grossmann's court. His trial is expected to begin in March, Grady said. The two 16-year-olds are being held in the Juvenile Detention Center until bail can be set by presiding Judge David Grossmann. One of the defense attorneys said the girl had consented to have sex with one of the 16-year-olds before the alleged attack. A witness at the hearing, Hayward Young, 20, of West Chester, said he saw the girl on the floor upstairs in the house with two boys assaulting her. Other people were also in the room, Young testified.

Youn said he carriedthe girl, who was 1 BY CHRISTINE WOLFF The Cincinnati Enquirer Two Enquirer reporters were required to testify Wednesday in the second day of a hearing to decide whether Timothy Dunlap should receive the death penalty for the crossbow killing of a Hamilton woman. The reporters had written stories based on interviews with Dunlap, 24, in which he discussed his feelings about the October, 1991, killing of Belinda Bolanos, 32. Dunlap (Was convicted in Hamilton by Hopkins, but Judge Ralph Winkler ruled the jury could hear about the interview anyway. Dunlap's attorney, William Whalen, then subpoenaed reporter Kristen Delguz-zi, who testified that Dunlap told her in another interview Saturday that he was sorry for killing Bolanos. Dunlap's mother, Patricia Dunlap, also testified Wednesday, telling the jury that she believes her son when he tells her "he is truly sorry" for Bolanos1 death.

County Common Pleas Court on Friday of aggravated robbery and aggravated murder in Bolanos' death. The prosecution and the defense presented their last witnesses Wednesday. Closing arguments begin today, and deliberations are expected to follow. William Anderson, an assistant Hamilton County prosecutor, subpoenaed reporter John Hopkins to answer questions about an interview in July in which Dunlap said he regretted only being caught. Dunlap denied having been interviewed.
