until time of service at 12 Noon. Memorials may be made to the United Church of Christ In Oakley, 4100 Taylor Ave. 45209. Death Notices BY LARALYN SASAKI The Cincinnati Enquirer NEWPORT, Ky. A Campbell County jail inmate learned Tuesday that practice does not necessarily make perfect.

For the second time in three months, Sidney Bravard, 28, of 821 Ann St. in Newport, flew the coop at the Campbell County Correctional Facility, this time by climbing over the recreation yard fence. But he was caught minutes later. "He made a run for the fence and jumped," said Campbell County Jailer Earl Ping. Trailed by a jail guard stationed outside the recreation yard, Bravard ran south on Columbia Street and entered an office building where Newport Police Officer Cyril Sykes arrested him.

"He was back in custody within two minutes from when he went over," Ping said. Bravard received 22 stitches from barbed wire cuts. Bravard, who was recaptured after a Dec. 30 jailbreak, was returned March 1 from the prison in La Grange, to face those escape charges. The inmate's most recent taste of freedom renewed pressure on county officials to tighten security at "the jail.

asked the county police chief for a full investigation," said Campbell County Judge-Executive Ken Paul. Paul appointed a task force after the Dec. 30 jailbreak where Bravard and five other inmates sawed through the metal third-floor roof. All were eventually recaptured. With a mission to recommend safety improvements at the 82-year-old structure, the group includes jailer Ping, County Police Chief Tom Bridges and architects designing the new county jail at Central and Sixth streets.

Campbell County Commissioners will hear the task force recommendations on March 17. "The task force had not recommended putting a cap on that (recreation yard)," Paul said, but Tuesday he asked to see an estimate for installing a higher fence or a net of barbed wire above the recreation yard. "The recreation yard is the sore spot of the jail. It always has been and it always will be," Ping said. Drugs and saw blades have been smuggled under the fence, and the cramped space's corners are difficult to supervise.

"The only thing that will correct it will be a major expenditure," Ping said. While county officials determine what security measures they can afford to apply, Bravard will be arraigned this morning in Campbell District Court on his second escape charge. "The first thing I asked him was, 'Why did you do Ping said of Bravard. "He had some excuse about the other ones (Dec. 30 escapees) had gotten off a lot lighter than he had.

Bravard was to have appeared in court today on charges stemming from the first escape attempt. DEIMER Myrna D. (nee Watson), beloved wife of William L. Delmer, devoted mother of Robert K. Smith, marketing director for the FMC a Chicago-based manufacturer that supplies phosphorus to food, plastic and detergent companies, said the ban would not improve water quality in Lake Erie or its tributaries. Ohio consumers would pay more than $20 million a year for costlier, non-phosphate detergents, Smith said.

Senate President Paul E. Gill-mor, R-Port Clinton, said he favors the ban as a limited way to address water quality-problems. He expected the bill, passed by the House last June, to be voted on by the Senate Energy, Natural Resources and Environment Committee before the Legislature recesses at the end of this month. phosphorus, a non-toxic natural element also found in food, fertilizer and the human body. When phosphorus enters streams or lakes in large quantities, it spawns algae growth that can deplete oxygen supplies.

Representatives from the Monsanto Chemical Co. and FMC two major suppliers and manufacturers of phosphate, said Jhfey will continue opposing state legislation that would ban the ingredient from laundry detergents in 35 northern Ohio cities. ''They fear the ban could extend statewide some day and possibly aim at other phosphorus users, mainly farmers.
