Rep. Robert Hickey, D-Dayton, sponsor of the bill, told the House Civil and Commercial Law Committee he was testifying with sorrow brought on by the death Monday of William G.

Eckman, 67. "When I first heard the news I guess my first thought was that perhaps we should cancel the testimony today and sit down and allow emotions to cool," Hickey said. "But we all felt it would be best to bring this legislation as quickly as he said. In Hamilton County's Springfield Township late Tuesday, Jarvis Walker, 9, was bitten by a pit bulldog while playing in the fenced-in backyard of a neighbor. Sgt.

Robert Lotz, Springfield Township police, said the dog got out of another apartment in the two-family residence that shares the back yard. The dog bit the boy on the buttocks about 7 p.m. Walker was taken to Providence Hospital, where the wound was stitched. Lotz said the township, as does Hamilton County, has no law banning the keeping of a pit bull terrier as a pet. Cincinnati has enacted such an ordinance.

In Dayton, homicide detectives were called in Tuesday to investigate the attack by two pit bull dogs. In the wake of Monday's attack, a city commissioner said he wanted an ordinance which that would ban pit bull dogs from the city. William G. Eckman, 67, of Kettering, died during surgery at Good Samaritan Hospital after he was attacked at a house on the city's north side, a hospital spokeswoman said. Montgomery County coroner's investigator J.R.

Williams said Eckman might have died of a heart attack, but a ruling on the cause of death was deferred until after an autopsy. Eckman is former chief of staff at St. Elizabeth Medical Center and chief of surgery at the local Veterans Administration Hospital. One of the dogs' owners, Joetta Darms-tadter, 32, was bitten, apparently as she tried to help Eckman, witnesses and police said. She was in fair condition Tuesday.

Hickey, quoting the Humane Society of the United States, said 15 Ohioans died as a result of dog attacks in 1986. Under Hickey's bill, a dog would be branded as dangerous if it had without provocation tried to bite or attack a person or another animal while not under control of its owner. A vicious dog would be one which had killed or caused injury to a person or animal.
