THE CINCINNATI ENQUIRER The Rev. Walter McMahon, associate minister at the First Antioch Baptist Church in Evanston, died Wednesday at Jewish Hospital. He was 85. The Rev. McMahon, a retired mail handler for the U.S.

Postal Service in Cincinnati, was a former associate minister at the Bethel Baptist Church, Walnut Hills. DORNETTE, Eleonor A. 1:00 P.M. In 1992-93, Columbus principals' salary will increase to $74,300.

Nationally, the average is $63,402. Assistant elementary school principals in Columbus were paid $47,700 in 1991-92. Their salaries in 1992-93 will increase to $53,000. In Cincinnati, the position pays $49,988, while in Cleveland assistant principals receive $49,562. In Toledo, they are paid $46,950.

The Educational Research Service in Arlington, prepared a wage and salary profile for the Columbus school system last year, the Columbus Dispatch said. Salaries of some Columbus administrators were higher than the national averages for the same jobs in school districts with 25,000 or more students, the profile showed. Michelle, 19, had trouble holding back tears. After the dedication, Michelle said she had played softball in high school fast-pitch for the Lemon-Monroe High School Hornets in Monroe. Her dad found her a job at the softball complex this year working the concession stand. She didn't play ball just watched. Next year, Michelle vows to dust off her glove and take to the field dedicated to the memory of her father.

The event has been good at "getting people up the highway to Middletown," said Bryan Derre-berry, president of the Middletown Area Chamber of Commerce. Local motels and hotels were full, and restaurants, shops, service stations and other businesses benefited, Derreberry said. But the event also has inspired a sense of community among Middletown residents, he said.

"What's been so neat is that balloons have been watched throughout the entire community," said Middletown resident Jean Riv-izzino. They were not just limited to Smith Park, she said. "We've been watching them every day, chasing them, and we have some great pictures," said Shirley Gegwetch, who lives west of Middletown. "People out by us are fascinated by it." Mort said most complaints about the event centered on the lack of activities during the day, basically because people did not realize that the balloons just lifted off at dawn and dusk. Entertainment, including bands and an antique car show Sunday, were added later in the week and undoubtedly will be part of the planning for the next two years, she said.

"That's a $10 tab," he said, adding that the practice was wasteful. City officials said McMonagle did not take into account wages and benefits paid to jail guards and higher costs for prisoners who must be sent to other jurisdictions. Capt. Pat Kordet, police budget officer in Euclid, said the city will never come close to breaking even. He said the city would be foolish not to seek payment for every prisoner it keeps.

"If the county goes broke, so be it," said Kordet. THE ASSOCIATED PRESS CLEVELAND A judge said many Cuyahoga County municipalities are using their jails to make money off the county government. "Crime pays for the people who are enforcing the laws," Judge Richard J. McMonagle said. McMonagle, appointed by a federal judge to monitor the county's progress in relieving jail overcrowding, said municipalities are making money by charging the county to keep prisoners who ordinarily would be kept in the county jail.

In the first half of the year, the county paid more than $1.8 million to house prisoners who could not be kept in the county jail. About $300,000 was paid out during the same period a year ago. Maple Heights alone has received almost $730,000 since the beginning of 1991. Garfield Heights has collected almost $640,000 in jail payments in 1991 and 1992. Euclid has been paid almost $540,000.
