Future work will determine if those areas can be used or should be cleaned up, said Charles S. Friedman, Mound's environmental manager. Most of the contamination is from plutonium and is at very low levels, he said, although no dosage figures were immediately available.

The largest area is "a couple hundred square feet," he said. The plant processes nuclear materials for weapons and satellite power systems. Friedman said most of the contamination is from plutonium. Monsanto and the Energy Department are still negotiating with the Ohio Environmental Protection Agency and attorney general's office about what should be done about a 1969 plutonium spill. The state wants more testing and wants to supervise it.

The federal government has maintained the plant is not subject to state jurisdiction, and Monsanto said the spill was cleaned up and there is no danger. Ohio has notified Monsanto it could be liable for up to $33 million for further cleanup or environmental damage. They also said during a briefing for reporters Friday that progress is being made in talks with the state about whether further testing and cleanup is needed at the site of a 17-year-old plutonium spill. The briefing covered details of a report on the first phase of an environmental study by the U.S.

Department of Energy, for which Monsanto runs the plant. The report concluded that Mound operations conform to all applicable environmental laws and regulations. The report, required under Superfund legislation, has been given to state and federal environmental officials. It said there should be more monitoring of ground and surface water, drainage and effluent systems, storage facilities and the contaminated areas. The second phase will involve designing better trr.

fZ Y) TV vl Dealers will face new fines BY KEITH WHITE Gannett News Service COLUMBUS, Ohio New minimum, mandatory fines for convicted drug traffickers that will put money back into local police departments to finance more drug investigations, will become law Aug. 29. Gov. Richard F. Celeste Friday signed the bill, sponsored by Hills-boro Republican Sen.

H. Cooper Snyder, as well as a bill sponsored by Rep. William Mallory, D-Cincin-nati, xtending the hours for thoroughbred and quarter-horse racing by one hour. Depending on the kinds of drugs involved, convicted drug dealers would have to pav minimum fines ranging from $2,500 to $25,000 under Snyder's bill. Those fines would double for dealers convicted of a second offense.

All money collected from these minimum fines will be returned to the police or sheriff's department that made the arrest and earmarked for additional drug investigations. Exxon Nuclear currently is involved in buying enriched uranium from DOE and turning it into a pellet form suitable for use by nuchar power plants. Meanwhile, Al Donner, a spokesman for Bechtel, said: "We are responding affirmatively to the (DOE) request for an expression of interest. Obviously, this is not a firm proposal at this point. There's a lot to be done before we get to a further stage of it." Bechtel is a large engineering and construction firm which has been involved in construction of more than 40 nuclear power plants.

A third corporation with worldwide energy interests the Fluor Co. declined to say whether it had submitted a proposal. "That's confidential information," said Fluor official Vincent Kavlick. Fluor sent a representative to a May 6 DOE briefing for firms potentially interested in buying into the uranium enrichment program. Goodyear which currently operates the gaseous diffusion plant at Piketon under government contract said it did not respond to DOE.

"The company has identified the factors required to make private investment in this enterprise attractive," said spokesman Walter McClenney. "But, based on past experience and the uncertainty involved, it has elected not to actively pursue this area for expansion." BY LOUIS PECK Gannett News Service WASHINGTON Two multinational companies Exxon and the Bechtel Group confirmed Friday they are interested in purchasing at least part of the federal government's uranium enrichment program that includes plants in Pike-ton, Ohio and Paducah, Ky. However, neither would discuss the exact conditions for their involvement or the particular facilities they might want. The federal Department of Energywhich is considering selling off its uranium enrichment facilitieslast month advertised for proposals from private firms. Friday was the deadline for formal responses.

At issue are gaseous diffusion plants in Piketon, Ohio, and Paducah, along with a similar plant in Oak Ridge, placed in mothballs last summer. The program also includes the abandoned gas centrifuge enrichment plant in Piketon and the atomic vapor laser isotope separation (AVL1S) technology which is still in the development stage. DOE estimates these assets to be worth about $3.5 billion. DOE said only that it has received "a number of responses" from private industry. The department expects to act by early July.

While saying some private firms expressed interest in specific assets of the program, DOE said "most responses listed terms and conditions required before further serious consideration of investment would be possible." DOE spokesman Dan Butler said the department hopes to announce a course of action "which will enable it to continue to pursue its plans to divest itself of uranium enrichment assets in a way beneficial to the government, its uranium enrichment customers, and private investors." However, Butler also said DOE is considering keeping the program in government hands. DOE also is considering a third option: turning the facilities over to a corporation in which both the federal government and private industry would have a financial interest. This alternative, along with selling the program outright, would require congressional approval which, in turn, could spark a protracted fight on Capitol Hill. Butler declined to identify responding companies. He lectured at the University of Cincinnati medical school and was on the faculty of Chase Law School. Mr. Kiely was proud he worked his way through law school, or. the job in the daytime and in class at night, his son-in-law, Jon Longtin, said. "He had a great regard for scholarship," Longtin said, and spent a great deal of time reading and writing when he wasn't practicing law.

He was a member of the last class allowed through Chase Law School without a college education, his daughter, Mayduane Longtin, said. He leaves his daughter, Mayduane Longtin, and one son, John T. Kiely, both of Cincinnati. His wife, Petronella, died in 1979. He is also survived by three sisters, E.

Duane Kieley, Ann Korth and Mary Kiely, and five grandchildren. Mass of Christian Burial will be 10:30 a.m. Tuesday at St. Teresa Church, Cincinnati. There will be no visitation.

From 1941 to 1957 he was an actuary for life insurance companies in Chattanooga, Greenville, S.C., and Asheville, N.C. As a hobby, he translated various items from 42 languages and contributed research papers to publications in the United States, England and Germany. He belonged to the American Academy of Actuaries, Society of Actuaries, and was a charter member and past president of Southeastern (States) Actuary Club. He also was a member of the Mathematical Association of America and the American Oriental Society. He leaves his wife, Lucille Hearn Mays; sons John Hearn, Ashland and Walter Allan, Wichita, and four grandchildren.

Service will be today at Pleasant Springs Methodist Church, Deanburg, Tenn. Visitation was Friday at George A. Smith Sons Funeral Home South Chapel, Jackson, Tenn. Burial, church cemetery. Memorials may be made to the church.
