Monday, March 10, 1986 THE CINCINNATI ENQUIRER MetroC-3 National guard criticized Political donations examined by grand jury Collins proud of Toyota deal, but Knicely fuzzy on details Analysis THE ASSOCIATED PRESS 'tjOLUMBUS, Ohio An investigation into hiring and fund-raising practices by Gov. Richard F. Celeste's administration will expand to include the Ohio National Guard, according to a published report. The Columbus Dispatch that a grand jury here is trying to determine whether influenced hiring, fir-ingand promotion decisions for Guard personnel. The newspaper, in its own survey of campaign records and Guard promotions, reported that it found that during Celeste's four years in office, the top 12 Guard officers and employees have contributed almost $31,000 to state-wide Democratic Party causes.

Those officers include Adjutant Gen. Raymond R. Galloway and his four immediate subordinates, all appointed by the governor. The Guard on Sunday, however, disputed the newspaper's claims. Major Calvin Taylor, state public affairs officer for the Ohio Air National Guard, said the survey results were "way off the mark." "Promotions in the National Guard are not for sale." he said.

The five top officers, who are paid by the state, also control promotions in the Guard in accordance with military requirements. State and federal laws prohibit hiring and promotions based on political contributions. Some guardsmen have been subpoenaed to appear before the grand jury, but Galloway told the newspaper that neither he nor his top officers had been subpoenaed. The newspaper said its six-week investigation of campaign contribution lists showed that the $31,000 guardsmen contributed to Democratic Party causes since 1982, the year Celeste, a Democrat, took office, was nearly three times the contributions by Guard officers between 1976, under former Republican Gov. James Rhodes, and October, 1985.

Taylor said Sunday, however, that of the 14 top officers on the military side of the Guard, only six are contributors. Of the five top officers on the civilian side, he added, only two contributed to Democratic causes and one contributed to Republican causes. Taylor said there have been more than 130 promotions from the rank major and above in the Guard since 1983. Of those promoted, he estimated that six or seven were political contributors. Celeste spokesman Debra Phillips told the newspaper that except for the top five appointees, the governor had not lobbied for any other Guard promotions.

Documents from OPM and Human Resources sent to the legislature make it clear that a five-year, plan for providing the training money is perfectly appropriate. That was certainly what Rep. Tom Jones believed.

Jones, a Lawrenceburg Democrat who is chairman of the subcommittee that drafted the Com- merce budget, said cabinet officials -sat before him on numerous occa- sions and said a five-year payment plan was fine. Jones said that if the legislature must pay for all of the training by 1988, it will be Knicely's budget that suffers. "It's his program," Jones said. Mark R. BY MARK R. CHELLGREN The Associated Press FRANKFORT, Ky. It was a major coup for Gov. Martha Layne Collins and her administration to lure the Toyota Motor Corp. to Scott County.

Next to the General Motors Saturn plant, which went to Tennessee, the Toyota plant was perhaps the largest economic development prize up for grabs in the last few years. Collins and her Commerce Secretary, Carroll Knicely, are not reluctant to take credit for the $800 million plant and its 3,000 jobs. And the two have been justifiably praised for their efforts. The administration, though, doesn't take it well when questions are raised about what the state offered to lure Toyota. But there are questions even, apparently, within the administration.

A case in point was made late last week when Knicely told the Senate Appropriations and Revenue Committee that the $33 million pledged to train Toyota employees must be provided by June 30, 1986. That statement ran contrary to everything the General Assembly believed. Lawmakers, uneasy about selling 20-year bonds to pay for a five-year training program, decided to pay for the training with real money. Such a plan is contained in the budget approved by the House Appropriations and Revenue Committee. Knicely said the pledge was made in a Dec.

Harper bought the house two miles out of town in November, 1981 with a low interest loan of $42,044 from the Washington County FmHA office. He's kept up the payments even though they have more than doubled in the past three months.
