Several of those dummies are still in use and 12 others are on display in the Vent Haven Museum in Fort Mitchell, which is a depository for ventriloquists' figures and memorabilia. Despite those burdens, she filled her life with work, fun and service to the community. She died Friday at the age of 48 at Hospice of Cincinnati after suffering from cancer for several years. "She was an extremely dedicated, caring person who went out of her way to help others," said her son, J.

Jeffery Stokes. "Hob" Haverland retired as part-owner of Meiner's Cafe in St. Bernard, he became even more active in taking his dogs to beagle competitions.

Mr. Haverland, a longtime St. Bernard resident, died in his sleep Thursday at his home in Brown County. Mr. Haverland enjoyed working as bartender and manager of Meiner's bar and restaurant, said his wife of 50 years, Annetta Haverland.

"It was a big business." The family sold the cafe before moving to Brown County 13 years ago. Before starting at the cafe in the late 1960s, the St. Bernard native worked 25 years for the Tool Steel Gear and Pinion Co. in Elmwood Place. "Citizens have been able to say no, don't build it here, as opposed to waking up and finding it," Madigan said.

Controversies over chemical wastes and radioactive contamination forced a production halt at the Fernald plant in 1989, when cleanup began on the site on the Butler-Hamilton County line near Ross. Lisa Crawford, president of Fernald Residents for Environmental Safety and Health (FRESH), said, "Fernald has a tremendous amount of waste to go somewhere. The closed CECOS landfill, a 211-acre site that had operated near Williamsburg since the 1970s, drew criticism in 1984 when operators were accused of pumping at least 27,000 gallons of phenol-tainted rain water into a Pleasant Run Creek tributary. Seven years of allegations, charges and trials involving CECOS, its parent company BFI, and two employees ended recently. The Zimmer station was planned as a nuclear power station, but it was converted to coal-fired in 1983 because of safety concerns.

BY IRENE WRIGHT The Cincinnati Enquirer Browning-Ferris Industries' medical waste incinerator in Union Township initially sparked more concern among residents than sites such as the uranium processing plant at Fcnald, the CECOS International hazardous waste landfill and the Zimmer nuclear power station. Residents opposed to the incinerator could take heart. Over time, opposition played a large part in halting or closing other projects. "The incinerator is different because the Fernald plant and CECOS landfill were built and operating before citizens became aware and concerned," said Pat FIGHTM ASTER Jack, beloved husband of Shirley (Fruechtemeyer) Fight-master, devoted father of Diane McQueen, Stephane, John and the late Debbie Fight-master, dear brother of Ruth Huddle, Esther Stokes and Patty Lovelace, also survived by five grandchildren. Police Ath Incinerating and autoclaving (steam sterilization system so waste can go into a landfill) are approved methods of dealing with medical waste in Ohio, while mi-crowaving is approved in other areas. But only incineration reduces wastes going into landfills.

"A syringe going into an autoclave is a syringe coming out of an autoclave," Shockley said. Forty-six of Ohio's 240 hospitals still treat medical waste on site, as well as seven industries, universities or labs, she said. BFI, which claims to be the leader in medical-waste disposal in this country and second-largest waste handler in the world, saw an opportunity several years ago to dispose of infectious medical waste, Dolder said. "That was about the time of the outcry when medical waste washed up on shores in New York and Lake Erie," he said. Godwin, of Christ Hospital, called incineration "the best alternative for medical waste disposal." "The other alternative is to take all this across public highways to landfills and let it sit there," Godwin said.

"You're damned if you do, and damned if you don't." Not surprisingly, some medical waste escapes regulations. Doctors' offices or small nursing homes that generate about 50 pounds a month are labeled "small-quantity generators" and can put it in ordinary solid-waste containers. SWEGMAN-LAY Philis M. "If we contracted with a disposal firm, it would cost about 10 times what it costs to incinerate on site," said Paul Godwin, director of maintenance and engineering at Christ. Therm-Tec Destruction Services of Ohio, located on Mehring Way in downtown Cincinnati, has incinerated medical waste for more than six years, totaling about 8.75 tons a day. "We've kept a low profile," regional manager Ray Mednard said of the plant that serves customers from Columbus to the Tennessee, Indiana and West Virginia borders. So why did the BFI plant become a battleground? Politics had something to do with it. Two years ago, with the plant under construction, lawyer Carl Morgenstern of Hamilton campaigned for Union Township trustee.

"I moved from Hamilton, and my wife had cancer," he said. "I found out an infectious-waste incinerator was about a mile and a half from my home. I immediately ran for trustee." Despite seemingly endless controversies, Morgenstern blamed the plant's recent start-up on a lack of support from residents for LAMPE Frances dear sister of An-gie Lampe, Mary Rohillard and the late Henry, William and Helen Lampe and Beatrice Steloff. 5. BFI opened its first Ohio incinerator three years ago in Warren. That brought "militant" concerns by a citizens group, said Terry Nicopolis, Warren waste-management coordinator. "If you go on a witch hunt, you can find anything. The strong anti-incinerating people had some exaggerations, such as an explosion and meltdown.

Not true," Nicopolis said. Until OEPA regulations went into effect in May, 1990, each hospital, doctor's office or other medical-waste generator decided whether it wanted to ship its waste out on trucks, treat it on site or toss it in a landfill, said Alison Shockley of the OEPA. "It seems having a set of standards on how waste is handled is better than everyone picking and choosing how they want to handle it," Shockley said.
