Admiral Ricketts, who recently persuaded the West Germans that the force is a workable military proposition, told newsmen on arrival: "The Free World has a choice of making a basic decision whet! er or not to build more of the same type of (nuclear deterrent) systems or to put some of Its money into diversification." Strategically, in London's eyes, it adds little to the power of the West.

The British government has, however, conceded the political value of a NATO nuclear force, offering the European allies a symbolic share in the apparatus of nuclear power. Admiral Ricketts began his two-day talks knowing Britain's attitude could make or break the U. S. plan. British participation probably would bring in Italy, Belgium, Holland beside the West Germans, Greeks and Turks, who have shown interest in the Idea.
