Community Mutual cuts insurance coverage plans 'Personal Choice' to be narrowed after April BY ELIZABETH NEUS $1,000 deductible on catastrophic major The Cincinnati Enquirer Subscribers to Community Mutual's "Personal Choice" insurance plans will have no choice after April 1 they'll all be put into one version of the coverage instead of being able to pick from four. Individual customers under age 65 and billed at home had been able to select versions of Personal Choice with deductibles of $250, $500 or $1,000, or a more limited version called BASIC. Between 3,000 and 4,000 of the 15,000 individual customers already have BASIC. The rest will be rolled into this version as their renewal dates come up after April 1, said Lora Doerr, coordinator of public relations for Community Mutual.

The Blue Cross Blue Shield company is taking heavy losses from the Personal Choice product; its customers represent of the company's revenue and of its net losses in 1989. "We haven't been able to charge Personal Choice customers the rates necesto cover the expenses that they've incurred," Doerr said. "'We don't want to leave the individual market, and saw this as a means to continue the product." But the leader of a local watchdog group which has been monitoring Community Mutual predicted outrage as Personal Choice customers find out how their insurance coverage will change. "Community Mutual should be up front and admit they can't afford decent health insurance for folks in this line (individual coverage)," said Roxanne Qualls, director of Ohio Citizen Action. "It's not fair to take their premium payments." medical expenses. Customers complain Customers have complained about the Personal Choice plans since their inception in 1988. They have seen at least one rate hike since then, and public hearings on proposed rate hikes have been emotional. But Community Mutual is within its rights to change the coverage, no matter how angry it might make people, said Anne Jewel, assistant director at the Ohio Department of Insurance. Doerr said Community Mutual was con- I sidering revamping its individual insurance line, but wanted to keep something in place for people while that was being done.

"It needs to be a sound product," she said. "We don't want to be in a position where it's not helpful for us or the customers. We see it happening down the road, so we get a healthy pool and spread the risk evenly so that the rates are affordable." Qualls thinks customers should not wait for new insurance. "They can start writing (state insurance director George) Fabe immediately, demanding a hearing," she said. "We're going to have to start thinking very seriously about affordable health insurance for these folks." Jewel said the department would "certainly look into it, whether or not we get letters." Community Mutual has set up a hot line for customers with questions about the change in Personal Choice.

It is 1-800-367-5892 or 221-0108 from Cincinnati. It will be answered weekdays from 8:30 a.m. to 4:30 p.m. The Ohio Department of Insurance is located at 2100 Stella Court, Columbus, Ohio 43266. WITT, GOOD KELSCH OAKLEY SQ.

531-0105 In Memoriam 30 The family of David "Ozzie" Osborne of Oxford would like to extend thanks to those who, upon hearing of his recent demise, contributed so much love and support. Unfortunately, because several plants lost cards and many food items were left with no names, it has become impossible for us to reach each person who aided our family in our time of need. We were overwhelmed by the generosity of so many people who knew David. We are fortunate to have known so much love and kindness from our friends and from the community, It has been deeply appreciated. Virginia, Lara and Erica Osborne, Helen Osborne Gillespie.
