James A. Rhodes predicted here Thursday the "Operation Breakthrough" housing program will come to Cincinnati -but under a different name. Albert G. Giles, director of the Ohio Department of Urban Affairs, made the prediction based on a conference with George M. Romney, U.

S. Secretary of Housing and Urban Development, (HUD). Though Cincinnati was not among the 12 sites targeted for "Operation Breakthrough's" low-cost modular and industrial housing experiment, Giles said he was assured by Romney it would receive priority consideration for such housing under other HUD programs. "Mr. Romney told us all cities which offered sites- but were not among the 12 picked -would receive such priority, and I believe Cincinnati will get breakthrough-type housing if it still has the available site," Giles said.

With Rhodes absent, Giles was the only state official representative here for the winter meeting of National Governors Conference. Rhodes and Gov. Louie B. Nunn of Kentucky sent word they had to miss it because their legislatures were in session. Forty-five governors came, however.

GILES AND other members of the NGC Committee on Rural and Urban Development met Thursday with Donald Rumsfeld, Director of the Office of Economic Opportunity. "Rumsfeld feels OEO is not meant to promote bureaucracy for the sake of the agency, but to spin off its programs to other Federal agencies, where possible." Giles said. The rural-urban committee also met with Commerce Department officials who outlined plans for speeding up the regionalization of states for Federal aid grants on an interstate basis to fight air, water pollution and carry out other improvements. "This would be similar to the Appalachian Council approach which has worked so well," Giles said. "This regionalization of states is in the planning stage only, however; we in the states will have a chance to comment on the plans before they're finally adopted." Obituaries Miss Mary Jane Bell Private services for Miss Mary Jane Bell, 92, retired Cincinnati schoolteacher and sister of two local judges, will be held at the John Hodapp Sons Funeral Home, 7401 Vine Carthage.

Burial will be in Spring Grove. Miss Bell, a lifelong Cincinnati resident, died Wednesday at the Bethesda Home, 440 Lafayette Clifton, where she lived for the last year. Before Miss Bell retired in 1947 she taught in the Carthage, Mary Dill, Rothenberg, Vine Street and Avondale schools for 45 years. She was a member of the Cincinnati's Woman's Club and the Clifton United Methodist Church and formerly was active in the Hamilton County Women's Republican Club. Miss Bell's brothers were the late Samuel W.

Bell, who was a Municipal Court judge for 28 years, 26 of them as presiding officer, and the late Charles S. Bell, who sat in Common Pleas Court for 38 years and at one time was on the Ohio Supreme Court bench. A twin sister, the late Miss Alice Logan Bell, who died in 1960, was a teacher at Withrow and Western Hills High Schools. Miss Bell leaves a niece, Miss Ida Mae Bell of Carthage, a real estate saieswoman, and a nephew, Charles E. Bell, Clearfield, Pa.

William N. Fieglein Mass for William N. Fieglein, formerly of 39.23 Farrell Westwood, will be 9:30 a. m. Saturday at St.

Xavier Church with burial in St Stephen Cemetery, Ft. Thomas. Mr. Fieglein died Wednesday at the home of a son in Houston, Tex. He was assistant foreman at the city garage until his retirement in 1958.

He moved to Houston less than a year ago. He leaves two sons, William N. Houston, and John Peach Grove, 10 grandchildren and two great-grandchildren. Visitation will be 4 to 9 p. m.

today at Fuldner Mortuary. Mrs. Marian Schaps Services for Mrs. Marian Gruber Schaps, 57, a native Cincinnatian, will be at 1:30 p. m.

today at the Weil Funeral Home, 3901 Reading with burial in Love Brothers Cemetery, Price Hill. Mrs. Schaps died Thursday at Middletown Hospital after a brief illness. She moved to Middletown in 1947 and was a member there of Temple Beth Sholom, the Sisterhood Council, Red Cross, Eastern Star and Doty House, a school for handicapped children, and was a volunteer at Browns Hospial, Dayton. She is survived by her busband, Milton Schaps; a son, Larry, Middletown; a sister, Mrs.

Milton Abel, Indianapolis; a brother, Bernie Gruber, Cincinnati, and two grandchildren. Mrs. L. J. R.

Knox Services for Mrs. Lois Jean Reifschneider Knox, 45, native of Wyoming, Ohio, will be held a 11 a. m. today at the Episcopal Church in St. Petersburg Beach, where she has resided for the past 15 years.

Mrs. Knox, who was the wife of Renwick E. Knox, Maritime Seawall Construction Co. owner, died Tuesday in a St. Petersburg Beach hospital after a lengthy illness.

She also leaves two children, Virginia and Carl, and her parents, Mr. and Mrs. Oscar C. Reifschneider. The father was a druggist in Lockland before his retirement to Florida.

Mrs. Knox was a graduate of Wyoming High School and the College of Applied Arts at the University of Cincinnati where she was prominent in campus affairs and a beauty queen. She was a member of the Motar Board and Kappa Kappa Gamma sorority, Fred S. Bohlen Mass for Fred S. Bohlen will be at 10 a.

m. Saturday at St. Mary Church, Hyde Park, with burial in Gate of Heaven Cemetery, Montgomery. Mr. Bohlen, 78, 3544 Penbroke Hyde Park, died Wednesday in a local hospital after a long Illness.

He is survived by his wife, Mary: two sons, Fred and Herbert, Cincinnati; and 13 grandchildren. No visitation. Arrangements made by George H. Rohde Son Funeral Home, Mt. Lookout.
