The suits allege such portable lights were not approved by Underwriters Laboratories or any such safety agency and were specifically banned from such use by state and federal regulations. "We're trying to hold the employer liable," William B.

Singer, plaintiffs' counsel, said Wednesday. "What we're saying is that the employer is not only liable because they exposed employees but because the employer manufactured the light fixture." Singer said the gasoline station could have prevented the explosion by not remaining open and Fairfield city officials, who issued a permit for the work, could have prevented the mishap by inspecting the facility. ELKINS Enquirer Reporter A gasoline tank explosion that fatally injured one man and seriously burned another Aug. 8, 1983, was the basis of two multimillion-dollar lawsuits filed against Custom Coating Sharonville; Its president, Charles Hebel; the Kocolene Oil and the City of Fairfield.

Sharon Holt, widow of Terry Holt, Mount Healthy, is seeking $6 million total damages in one of the actions filed Wednesday in Hamilton County Common Pleas Court. The other plaintiffs, Kurt and Cindy Klosterman, 2519 Selim Cincinnati, are asking $4 million damages in connection with burns Kurt suffered. Both workmen were with a crew from Custom Coating Corp. sent to empty and reline two underground gasoline storage tanks at a Kocolene filling station at 7500 Dixie Fairfield, while the station was in operation. Mass of Chris Governors' Names Last At State Fair Streets, Buildings Memorialize The Leaders BY KEITH WHITE Gannett News Service COLUMBUS-Their names may not be in lights, but many Ohio governors and legislators have achieved a measure of lasting glory at the Ohio State Fair.

There's the Bricker Multipurpose Building, the Lausche Building, the Dl-Salle Arts and Crafts Center and the Gllligan Livestock Complex, not to mention Charles F. Kurfess, Vernal G. Riffe and Harry Meshel Avenues. John W. Bricker, Frank J.

Lausche, Michael DiSalle and John J. Gilligan all were Ohio governors. Kurfess was a Republican speaker of the House, Riffe is the current speaker and Meshel is the Senate president. Thirteen of the fair's major buildings are named for governors; 15 of the fair's avenues and streets bear the names of past or present legislative leaders. FORMER GOV.

James A. Rhodes, whose enthusiasm for the fair is legendary, has one of each named for him. There's the Rhodes Center, which houses the Ohio Agricultural Hall of Fame and youth exhibits, and James A. Rhodes Avenue, which runs the length of the fair and once was known as Broadway. All but three of the 16 governors who have been elected since 1913 are memorialized by having their names on buildings at the fair.

One of the missing is the current governor, Richard F. Celeste. Beside the governors mentioned above, the Cox Fine Arts Center is named for James M. Cox, a Democratic governor from Dayton who served three terms between 1912 and 1920, and the White Buckeye Building is named for George White, a Democratic governor from Marietta who served two terms from 1931 to 1934. Horticulture events are held in a building named for former Gov.

A. Victor Donahey (1923-28), beef cattle are exhibited in a building named for former Gov. Martin L. Davey (1935-38) and swine are exhibited in the building named for Gov. C.

William O'Neill of Marietta 1957-58). ANOTHER GOVERNOR from Cincinnati, Republican Myers Y. Cooper (1929-30), is honored with the Cooper Arena, located between the beef exhibition building and livestock complex. Putting Gilligan's name on the livestock complex always has been considered an inside political joke because of a comment he made at the fair about the 1971 income tax bill, which he championed. While talking to a radio interviewer who had asked him if he planned to shear any sheep while at the fair, Gilligan said, "I shear taxpayers, not sheep." Rapist Jackson Undergoing Tests At Chillicothe Prison COLUMBUS (AP)-Former physician Edward Franklin Jackson twice convicted for a series of rapes in the Columbus area, Is undergoing physical and psychological testing at the Chillicothe Correctional Institution and may not be permanently assigned to a prison for two months.

Paul Goggin, spokesman for the Ohio Department of Rehabilitation and Correction, said Jackson likely faces imprisonment In the Southern Ohio Correctional Facility at Lucasvllle, but could be assigned to any one of Ohio's eight prisons. Jackson's objection to being imprisoned at Lucasvllle was a point of contention before his second multiple-rape trial recently in Cincinnati. At the time, Assistant Franklin County Prosecutor Edward W. Morgan said he would recommend to officials that Jackson be placed In a maximum-security institution if he was convicted a second time. Two trials, the one in Cincinnati and one last year in Akron, were ordered because of a 1978 change in Ohio's insanity law, which Jackson invoked as a defense.

Goggin said Jackson, a 40-year-old former internist, remains eligible for parole in April, 1993, despite his second conviction in Cincinnati on Aug. 1. Jackson is serving a sentence of 282 to 985 years after being convicted of 86 felonies, including 32 rapes, in the two trials. Prosecution Witness Stops Short On Stand TOLEDO (AP) The key prosecution witness in John Shrader's perjury-bribery trial here abruptly ended his testimony Thursday when he was told he could be prosecuted for his admissions. Kinser was testifying in the third day of Shrader's trial when Lucas County Common Pleas Judge Francis Restlvo told Kinser that he didn't have immunity from prosecution on perjury charges. "I think I'd better speak to an attorney," Kinser answered. The judge said that a letter of understanding, dated August, 1983, saying Columbus police would not press for prosecution was no guarantee against it. Kinser didn't have an attorney, so Restivo appointed Toledo lawyer Allan Konop to consult with Kinser in the judge's chambers. Shrader is charged with four counts of perjury and one count of bribery as the result of Kinser's testimony during a trial last August over charges that Shrader tried to collect $118,000 in life insurance benefits on his wife.

Kinser initially testified in that trial that he had met Shrader and his wife, Jean, Oct. 21, 1981, the night before she was found strangled in a downtown Columbus parking garage.
