Those major actions, as well as many smaller adjustments, enabled them to solve a $308 million budget "shortfall" caused by slowing tax revenues and Increasing welfare caseloads while stll Increasing state spending by $2.8 billion over the next two years, about $500 million less than Celeste proposed.

Celeste's proposed budget would have increased state spending by 19.8 over the next two years. The Senate Republican budget would Increase state spending by 16.4. "All of the sacred cows have been looked at and nurtured," Joked Senate Finance Committee Chairman Stanley Aronoff, R-Cinclnnati. "Senate Republicans have accepted the responsibility to balance the budget, give taxpayers meaningful and permanent tax relief and maintain our pledge to greatly enhance primary and secondary education, as well as higher education." Aronoff noted the Senate Republican budget would provide the same $939 million increase in funding for elementary and secondary education as Celeste's budget would and $15 million more than the $559 million Increase he proposed for all of higher education. In welfare, the Senate Republican budget would Increase spending by $627 million, an 11.3 increase over the previous budget, Instead of the $861 million increase proposed by Celeste.

BY KEITH WHITE Gannett News Service COLUMBUS-Welfare recipients and Gov. Richard F. Celeste's economic development programs would be the big losers, and education especially higher education the big winner under a budget proposed by Republican members of the Ohio Senate. Welfare recipients would be denied any Increase In benefits over the next two years, and the plan would appropriate $50 million less for the state Department of Development than Celeste proposes. SOME OF that $50 million would go Instead to Ohio colleges and universities, which would get the same increase in instructional subsidies as Celeste proposed and would regain full funding of three new programs for excellence which the House had cut in half.

Ohio schools would be guaranteed 6 and 7 minimum Increases over the next two years by the Senate Republican budget instead of the two 5 Increases pledged by Celeste. Those were the highlights which emerged Monday as Senate Republican leaders unveiled their budget. It is to be approved by the Senate Finance Committee today and then passed by the full Senate Wednesday. ONCE PAST the Senate, the budget will be put Into the joint House-Senate conference committee where final negotiations will take place, Including a critical decision on the size of an income tax cut. "It's heartening to see bipartisan leadership of the state committed to strengthening the state economy through an investment in higher education," said Paul G.
