D-6 METRO THE CINCINNATI ENQUIRER Friday, June 21, 1985 WHO Celeste Warns Senior Citizens Of GOP Proposal To Cut Services I i i. 1 get proposal for the Retired Seniors Volunteer Program and cuts $1 million in state money for home meal delivery, the governor said. Ohio Department of Aging Director Joyce Chappie had earlier told the group that getting state money to bolster federal funds for home meal delivery was necessary to keep some older people from having to be institutionalized. In his speech, Celeste stayed away from talking about what senior-citizen programs might be proposed in the future, focusing instead on how some of his past decisions had affected older The governor said raising the state Income tax had allowed Ohio to avoid cutting supplemental Medicaid benefits, a move which he said other states have undertaken to reduce their deficits. He also praised the state Public Utilities Commission for its efforts to restrain utility rate increases "which affect so many of our senior citizens." The governor spoke at length about several "tough decisions" he had faced in 1985, among them the decisions involved in resolving the closing of Home State Savings Bank.

Celeste told an audience at the Governor's Conference on Aging that the budget proposal passed by the Republican-dominated state Senate shows Republicans think "a 30 tax cut is more important than funding senior citizens programs." The Ohio louse of Representatives passed the resolution 82-5 to set up the task force, which will study commercial, recreational and residential uses for the area. The resolution returns to the Senate, which approved it last March, to let members there vote on Houso amendments.

"The Ohio River has the potential to carry a great amount of river traffic said Rep. Arthur Bowers, D-S teubenville. "We can attract any kind of industry that needs water. The task force will recommend The group will study what types of Industry the area can attract without adding to river pollution. "We want to bring jobs to the riverfront, but we want to do it in a way that we preserve the area ecologically," Johnson said.

Travel and tourism, especially parks and camping areas, also will be studied. "Those also create Jobs," Johnson said. The House bill Included an amendment calling for the Legislative Service Commission to set up a similar task force to study, areas along the Muskingum River, which flows into the Ohio River at Marietta. That group will create a priority list of Improvements needed along the riverbank. Members of the Muskingum" River task force will be chosen this summer, Johnson said.

9294 and FOP. Memorials, American Cancer Society. Theodore J. Engelhard Retired tennis coach Theodore J. Engelhard collapsed and died while playing In a tennis tournament at Fort Thomas' Highland Hills Park Wednesday.

Mr. Engelhard, 57, the retired tennis coach and geometry teacher at Highlands High School in Fort Thomas, was pronounced dead at St. Luke Hospital. During his 27 years at Highlands High School, Mr. Engelhard was an assistant baseball and football coach.

He coached football under Homer Rice, who went on to coach the Cincinnati Bengals. Mr. Engelhard developed, tennis as a varsity sport at Highlands in the late 1950s. Prior to Highlands, he taught briefly at Bellevue High School. He retired as a coach and teacher in 1983, but remained active In area tennis events.

Mr. Engelhard was also an avid golfer. "We Just played golf together Monday. He was helping me with my swing," said his son, T. Jonathan.

A Navy veteran and former" SHERMAN YEARION park police officer resident of Fort Thomas and Bellevue, Mr. Engelhard had recently lived In Cincinnati. Surviving are his wife, Mary "Betty" Engelhard; two daughters, Lisa White, Russellvllle, and Martha Engelhard, Fort Thomas; three sons, T. Jonathan, Crescent Springs, and Eric and Scott, Fort Thomas; and one grandchild. Services, 10:30 a.m.

John Sanger Beedy John Sanger Beedy, 74, Dillon-vale, died Wednesday at Providence Hospital. He was a retired Insurance claims adjuster, a member of the Disabled Veterans and the Veterans of Foreign Wars, a member of the Cincinnati Claims Association and past president of the Cincinnati Claims Adjusters. He was a Kentucky Colonel and a prisoner of war In World War II. Survivors Include his wife, Eleanor Kennelly Beedy; a son, John S. Beedy Jr.
