Slowing MANILA 1UPI1 President Ferdinand E. Marcos declared martial law throughout the Philippines today lollowing a rash of bombing incidents and the attempted assassination of his defense secretary. Gen. Alfredo Montoya, commander of the Manila metropolitan police command, disclosed to United Press International that Marcos had declared martial law and said the president would make "an official pronouncement" sometime today, probably around noon. In the meantime, he said, government troopers had closed down all radio stations and newspaper offices.

He said foreign news agencies would be allowed to continue operating "as long as you clear it with us." Employees of the Manila Times and The Associated Press were ordered to their homes. The government action came just six hours after armed men tried unsuccessfully to assassinate Defense Secretary Juan Ponce En-rile as he drove home Friday night from the Defense Department. Enrile's official car was shot up but the defense secretaty was not injured because he was riding in a second car behind the official vehicle. Montoya said martial law was declared "because 'there is a need to discipline our people." THE GENERAL ALSO said that opposition Senator Benigno S. Aquino Jr.

had been arrested but declined to give details. Armed troops moved into Manila radio station about 2 a. politely asked all persons to leave and then sealed the doors. Troopers pasted up a proclamation signed by Enrile and press secretary Francisco Tatad which said the stations were being sealed and all personnel were to leave, pursuant to the presidential order. Robert Turner plans to set up a "blue ribbon committee" to assist him in filling the vacant city posts of urban development director, city solicitor and personnel officer.

The function Of the committee will be to interview and screen candidates for the three jobs and recommend to Turner three to five names from which to make a final selection for each post. Turner said Friday, in announcing his plans, that he would canvass the nation for candidates for the posts of urban development director and personnel officer, but would confine the search for a city solicitor to local attorneys. In answer to any complaints there may be that this will be a slow process, Turner said he felt that "this was the best possible procedure to produce the best possible people for the jobs." Turner has no idea how long his process will require to fill the three jobs, but he believes the extra time spent will be justified. It was previously disclosed that Turner had asked the Cincinnati Bar Association to assist him in finding candidates for the job of city solicitor. Turner said any applicants turned up by the association would be considered along with other applications he will receive from the blue ribbon panel.
