3440 Telford an assistant professor cf history at the University of Cincinnati, was killed Monday in a car-truck collision near Kansas City, Missouri. He had been on the UC faculty for 11 years and had earlier been office editor of Standard Publishing Company. He also served five years as minister of the Sardinia Church of Christ. He was a graduate of Cincinnati Bible Seminary and the University of Cincinnati. Surviving are his parents, Mr.

Frienoa may call at the Neidhard Challenge Issued To Clancy By CHARLIE BAILET Enquirer Politics Reporter A TV debate challenge has been issued Rep. Donald D.

Clancy by his Democrat opponent Jerry Springer, charging Clancy with Inconsistency in his position on South Vietnam's famed "tiger cages." Springer sent a telegram to Clancy saying that although the latter was briefed on the "atrocities," during a recent trip to Vietnam as a member of the House Select Committee on Southeast Asia, he nevertheless has dismissed the allegations as something he "knows nothing about." The telegram said Springer would buy five minutes of TV time for a discussion of the issue by the two. Even if Clancy refuses the offer, Springer said, he will buy the time to talk alone about the Thieu-Ky regime's imprisonment of civilians. "The people of the Second District," he told Clancy, "have paid a high enough price, as have all Americans, to know the truth." Charging that Clancy has shown irresponsibility and little zeal in seeking facts about the Southeast Asian situation, Springer said South Vietnam's penal system could jeopardize the possibility of the Viet Cong's and North Vietnam's freeing of U. S. personnel and possibly result In "their continued mistreatment." He said also that repression by South Vietnam of political opposition "Harms the efforts at both peace negotiations and Vietnamization, the announced U.

S. policy for ending the war." SPRINGER CHARGED that as a member earlier this year of the House Investigation team Clancy walked out of a briefing in which a young Vietnam student was relating his experiences as a political prisoner in the Con Son Island camp where persons reportedly have been kept in "tieer cages" without sufficient food, water and health facilities. Soringer said that Clancy was one of three members of the committee who refused to go to Con Son to see conditions for themselves. At a morning press conference, Springer displayed news stories relating to Clancy's actions and a July 1 copy of the Congressional Record in which Ohio's Sen. Stephen M.

Young said, in reference to the Con Son prison, "It is stated that Representative Clancy, Republican of Ohio, upon his return to my state said 'This is something I know nothing Springer also had a document which he said was a July 7 statement by Thomas R. Harkin, former staff member of the Select Committee on Southeast Asia. In it, Harkin said he had resigned from the committee for two reasons: A majority of the committee which Harkin said was "led around by the nose" by the U. S. military in Vietnam attempted to do nothing but a superficial investigation of U.

They booked Donald J. Henry, 31, for investigation of spiking the chips. About 200 persons attended an April 4 party in a sprawling apartment house complex for unmarried persons. Deputies were called when one young man became violently ill. "People were screaming, some said the walls were moving, one man cried his hands were getting bigger and bigger," one officer said in describing the scene after he arrived.

In all, 27 were treated at a hospital. Investigators said Henry party. They said they hadn't learned any motive for spiking of the chips. Henry and three other men, all in their 20s were arrested Sunday at a private residence and booked for investigation of possession and sale of drugs. Authorities said "unauthorized drugs worth $176,000 on the illegal market were seized.

Myers had retired about a year and a half ago from a position at the Kruse Hardware Cincinnati. He had previously been associated with the former Kuhl-mann Hardware Co. He leaves his wife, Mrs. Callista Kuhlmann Myers; a son, James; Mt. Healthy, and three grandchildren.

That's the little frontier town where for decades Hollywood stars, playboys and magnates, or just plain joes, have been relieved of the bonds of matrimony in just 48 hours. "It would be a blow to our economy," aaid Efren Guerrera, president of the tourism council of Ciudad Juarez, Just across the border from El Paso, Texas. "About two thousand persons a month come here from the United States to get divorces. That's part of our tourism industry and tourism accounts for 62 of our economy," Guerrera lamented.
