As ways to deal with specifically racial problems, these plans are being put into effect: (1) Broader social programs to reach the roots of crime, such as more jobs, better housing and education; (2) summer youth programs; (3) improved recreation facilities. The overwhelming proportion of Mayors 53 out of 59 interviewed indicated plans to call upon citizens to take part in anticrime operations, a relatively new approach in dealing with crime.

Three persons in every ten among residents of large cities (500,000 and over) predict serious racial trouble during the next six months, as seen in the results to the following question: "Do you think there is likely to be any serious racial trouble in this community in the next six months." Is Racial Trouble Likely? (Big City Residents) Is likely 30 Is not 59 No opinion 11 A special survey of the mayors of the nation's largest cities reveals that most are taking new steps this year to deal with racial problems and lawlessness, with particular emphasis on citizen participation.

Cited most frequently as plans to combat crime and lawlessness by the 59 mayors (or chief executives) reached in this mail survey were: (1) increasing the strength of the police force; (2) improved or new communications and field reporting systems (including the use of computers); (3) greater training for police; (4) crime prevention programs for the community. OTHER MEASURES include: Increased patrol in high crime areas, particularly during hours most crimes occur; community relations programs between the police and the public; better street lighting; use servance of Memorial Day took place. In 1883, a report that the six-day-old Brooklyn Bridge was about to collapse caused panic. Six persons on the bridge were trampled to death. In 1942, during World War II, more than 1100.

Ten years ago Two unknown American servicemen one from World War II and one from the Korean War were taken to their final resting place in Arlington National Cemetery. Five years ago The death toll was officially estimated at 10,000 in a windstorm which hit East Pakistan. Most frequently cited are these programs: The Neighborhood Watch Program, Operation Crime stop, Operation Crime Alert, Operation Radio Watch, Chec-Mate, Buddy Program, Block Mother Program and Signal Ten.

Other areas involve the general education of the community in crime prevention through news media, seminars, conferences and the like; community relations programs; advisory commissions on crime made up of officials and citizens; civilian police reserves; special education programs on police work and crime in the schools. Residents of the nation's big cities are sharply divided on the question of whether police should shoot looters during riots or whether a less drastic approach should be taken.

The issue was joined when Mayor Richard J. Daly of Chicago ordered his police officers to shoot anyone caught looting during riots while others notably Mayor John Lindsay of New York criticized this approach. Those interviewed who believe the police should shoot looters argue, that "nothing else has worked" and that people would be discouraged from looting if they were threatened with this sort of punishment. "Let's face it," said a middle-aged Los Angeles resident, "the soft approach hasn't worked and looting: has to be stopped. If a couple of them were shot while' looting stores, you can bet others would be reluctant to get involved." Those who take the opposite view argue that human life is more important than personal property, although many in this group never-theless call for stern measures.

"Shooting looters would be useless manslaughter," said a young New York City woman. "These people ari caught up in mass hysteria. One has to take this into consideration. I think we can sacrifice a bit of property for a few lives." The following question was put to a carefully designed sample of 460 persons of both races living in cities of 500,000 and over (from a total sample of 1507 for the nation as a whole). The survey is based on personal interviews and was conducted in early May, following the extensive rioting in April.

"AS YOU may know, the mayor of a large city has ordered the police to shoct on sight anyone found looting stores during race riots. How do you feel about this do you think this is the best way to deal with this problem, or do you think there is a better way?" The results based on the big-city sample: Is Shooting Best Way?
